Why Emergency Lighting Testing Matters
In a power cut or fire, people don’t move like a plan—they follow light. Tested emergency lighting keeps escape routes visible, reduces panic, and helps responders work safely. It’s also a legal duty for non-domestic premises: the “responsible person” must ensure appropriate fire precautions and keep them maintained and recorded.
What the Regulations & Standards Say (UK)
- Fire Safety Law: The Regulatory Reform (Fire Safety) Order 2005 (England & Wales) places duties on the “responsible person” for non-domestic premises to provide and maintain measures for safe evacuation. Similar duties apply in Scotland and Northern Ireland via local legislation.
- Who is the “responsible person”? Employers, owners, landlords or anyone in control of premises (e.g., facilities managers). They must co-operate where there’s more than one party.
- British Standards: BS 5266-1 (Code of practice) sets design and performance principles; BS EN 50172:2024 covers installation, verification, operation and maintenance of emergency escape lighting systems, including testing.
- Building Regulations: Approved Document B (Fire safety) signposts BS 5266-1 for emergency lighting in both dwellings (e.g., inner rooms/communal areas) and non-dwellings.
- Test frequency (headline): Monthly functional tests plus an annual full-duration test (often up to 3 hours), with records kept in a logbook.
Domestic vs Commercial: Do I Need Emergency Lighting?
Commercial & public buildings: Yes! Offices, warehouses, retail, education, healthcare, hospitality and similar are expected to provide emergency lighting suitable for safe escape, designed and tested to the standards above.
Single-family homes: Generally not required. However, communal areas in blocks of flats and Houses in Multiple Occupation (HMOs) are treated as non-domestic/common parts and typically require emergency lighting specified via the fire risk assessment and local authority guidance.
Where it’s commonly needed: escape corridors/stairways, open areas, high-risk task areas, inner rooms and windowless rooms used regularly. Your fire risk assessment should confirm the exact locations and durations.
Good Practice for Compliance
- Keep a logbook with monthly and annual test results, faults, remedials and signatures (your post already includes a template).
- Use self-test/central systems where appropriate to automate tests and fault reporting; still review results and fix issues.
- Ensure works are carried out by a competent person and to BS 5266-1 / BS EN 50172—record certificates alongside your fire risk assessment.
